Can I refund cash or paper check transactions entered manually?

You can't technically refund transactions that were not made electronically (like manually added cash or paper check transactions, where you clicked "New Transaction" in Chargent and entered the details). 
 
Some payment gateways do offer the ability to do Credits (sometimes called "unlinked refunds") electronically to a new credit card or bank account where no pre-existing transaction exists, but that can also incur risk.
 
Typically a refund needs to be tied to an original gateway id (transaction id) and the original payment method where funds were captured via an API call, and that way are also limited to refunding what was captured.
