How do I change the time that the batch runs?

Salesforce doesn't allow you to update the batch once it's scheduled.  You will need to delete the batch and reschedule it for the time you want it to run.
  1. Go under the Gear icon and click Setup
  2. Under Environments > Jobs select Scheduled Jobs
  3. Find the batch for Chargent Recurring Billing (it could be a custom name for your Org) and click del to delete.

To schedule the new batch:
  1. Go under Custom Code and select Alex Classes
  2. Click the Schedule Apex button
  3. Name the Batch
  4. For Apex Class select sheduledBatchProcessing 
  5. Check weekly and check every day of the week.
  6. Update the End date to be a date far into the future
  7. Choose your new batch time.
  8. Click Save
